There is the official answer from Libellud! meeple
User Roland Sanchez asked if it is possible to keep a Tower reward behind the player's screen instead of placing it (ex: in the case the spot is already occupied with another player Guild). --> No it's not. You can only claim a reward immediately! So, if there is another player Guild in the city OR if you have a Guild of your own in that city with 4 stories high, you cannot claim this reward. Players must program accordingly with those restrictions on towers placement.
(User steven smolders, for example, answeared very well to this)
User Roland Sanchez says: "Even the example in the rulebook only explains what happens if a player gains more tower section rewards in a city with a partially built tower of their own. They are allowed to store the excess sections behind their screen for later use in a valid location. This example, at least sets a precedence for storing tower sections behind screen for later use."
That is not really true , because the excess goes to the personal stockpile (which is not the same place as behind the screen).
Now about the census... When to keep a Tower section behind the personal screen?
User Stephen Cooper said: "... but that appears to say if you have already built a four storey SG and win the reward, you cannot claim it and put it behind your screen, it's placed now or lost (similar to the example on page 9 as quoted by Walts above)."
The rule is not completed enough on that point. The sentence should be added and say something like this:
"If a player who has not yet built a Sorcerers' Guild (or if his Sorcerers' Guilds have 4 stories high) wins the Battle Mage reward, this bonus should be placed behind their screens. As soon [as] the player is able to add this story to other stories in a Sorcerers' Guild built by their Idrakys, they must place it on the Game Board."

제가 제 글에 답변하는것도 웃기지만;ㅋㅋ
긱가서 찾아봤더니 공식 답변에 가림막 뒤 ≠ 개인 저장고 입니다.
즉, 군비조사시에 지을곳이 없으면 가림막 뒤로 가져가서 나중에 쓸수있고
여분이 남을때는 개인공급처에 그대로 놔두어야 합니다.
제 질문에 답해보자면
1. 4개까지 쌓고 남은 여유분은 못가져간다.
2. 상대방의 탑이 있는 경우는 탑을 제외한 2개의 보상을 선택해야한다.
3. 타이탄을 잡은 위치에서 탑을 쌓는다.
4. '군비조사때 얻은 가림막 뒤의 탑'은 후에 위협타일을 제거하고 탑쌓기 보상을 선택할 때만 쓸수 있네요.
(가림막 뒤로 탑을 얻는 경우는 군비조사때가 유일)
