Q: What is resolving a Spell effect?
A: A Spell effect is any game effect printed on a Spell card. Resolving an effect means reading it, and following the instructions printed. The game itself is simply a series of game effects being resolved.
As for the specifics of your question: a Glamour Spells reckoning effect causes the investigator to test Lore. If the investigator passes that Lore test (by rolling one or more successes), doing so triggers the effect of the Mystery. After resolving the effects of the Spell, the investigator may discard it as part of the Mysterys effect.
All effects that appear on a Spell card (front or back) are Spell effects. Resolving an effect means reading the text and doing what it says.
