When is a side scheme defeated? If a side scheme has no threat on it, it is defeated on rules reference. If all the threats in the side scheme are eliminated, can it be considered defeated?

 

To answer your question(s):

By definition, a side scheme is defeated when the last threat on it is removed. So, you would defeat a side scheme in the Wrecking Crew scenario when you remove the last threat on that side scheme, regardless of if the side scheme is able to leave play at that time. (And yes, it would be possible to “defeat” the same side scheme more than once this way.)
